NAMP, AAMP and SEMA share one seat on the Wholesale Pork Negotiated Rulemaking Committee. Gary Malenke, Sioux-Preme Packing represents the three associations and will be attending the SEMA convention and will bring us up to date on the committee’s findings. The Committee meets again May 10th. Minutes of March 15-17 meeting are available through the SEMA office.

FSIS is amending its regulations to establish formulas for calculating the rates that it charges meat and poultry establishments, egg products plants, and importers and exporters for providing voluntary, overtime, and holiday inspection, and identification, certification, and laboratory services. The 2011 base time, overtime, holiday, and laboratory services rates in the rule will be applied starting May 22, 2011. In the future FSIS will use the formulas established in the rule to calculate the annual rates. FSIS will publish the rates annually in Federal Register prior to the start of each calendar year. The U.S. Department of Agriculture is proposing a new requirement for the meat and poultry industry that, once enacted, will reduce the amount of unsafe food that reaches store shelves. With the proposed requirement, USDA's Food Safety and Inspection Service (FSIS) would be able to hold products from commerce until FSIS test results for harmful substances are received. Currently, when FSIS collects a sample for testing, the sampled products are requested but not required to be held until test results are known. FSIS believes that this requirement will substantially reduce serious recalls for meat and poultry products.
The Food Safety and Inspection Service (FSIS) is announcing the availability of a compliance guide for small and very small meat establishments on the safe production of ready-to-eat (RTE) meat and poultry products with respect to Salmonella and other pathogens. FSIS has posted this compliance guide on its Significant Guidance Documents Web page (http://www.fsis.usda.gov/Significant_Guidance/index.asp). FSIS encourages small and very small meat establishments that manufacture these products to avail themselves of this guidance document.

The U.S. Department of Agriculture's Food Safety and Inspection Service
(FSIS) announced a final rule that will broaden the market for smaller
state-inspected plants. By participating in this voluntary cooperative
interstate shipment program, select establishments will have the option
to ship meat and poultry products, bearing an official USDA mark of inspection,
across state lines.
"We're excited to announce this new rule that offers smaller plants the
opportunity to expand their market and sell their products to new customers," said
FSIS Administrator Al Almanza. "Allowing these state-inspected establishments
to ship their products across state lines has the potential to expand rural development
and jobs, increase local tax bases, strengthen rural communities, and ensure
that food is safe for consumers."
In participating states, state-inspected establishments selected to take part in this program will be required to comply with all federal standards under the Federal Meat Inspection Act (FMIA) and the Poultry Products Inspection Act (PPIA). These establishments will receive inspection services from state inspection personnel that have been trained in the requirements of the FMIA and PPIA.

If you cross your state line to make deliveries, you may need an International Registration Plan (IRP) tag and cab card. The International Registration Plan is a reciprocal agreement that authorizes the proportional registration among the jurisdictions (states) of commercial motor vehicles. The benefit of this is that the carrier only needs one license plate (often specially marked as "Apportioned") and cab card for each one of their vehicles. A cab card is the vehicle's registration which lists each jurisdiction that they are valid for travel, and for how much weight. This means if a truck is operated in multiple jurisdictions, the owner must annually report mileage driven in each state and taxes are paid proportionately based on the mileage driven. The good news is the owner may pay those taxes in one jurisdiction—referred to as the base jurisdiction or base state.

Sunset Farm Foods: During the second annual Chamber Choice Awards breakfast, John Hamilton of the DuPont Company presented the Manufacturer of the Year Award to Sunset Farm Foods, Inc. He said the company has been a valuable part of the community for 93 years, specializing in meat. Accepting the award was Tom Carroll, whose great-grandfather started the business in 1918, first calling it W.W. Carroll and Sons.
After a brief history of Sunset Farm Foods Inc., Carroll said, “This is a wonderful surprise. I did not expect this at all. We have been a proud company here in Valdosta, and we’re very honored to receive this award.”
